Below, you will get all information to get a possession and acquisition license (P.A.L.) and a hunting license. you will also get details regarding all courses provided at CTM/CRAFM.

 

Ci-dessous, vous trouverez toutes les informations pour obtenir votre Permis de Possession & d’Acquisition (P.P.A.) et pour obtenir le permis de chasse, qui est optionnel.  Vous trouverez également toutes les informations concernant les cours offerts au CTM/CRAFM.

To get a P.A.L., in the purpose to buy a handgun, you have to do two “mandatory” courses : the restricted (CRFSC) and the non-restricted courses (CFSC).

 

Pour obtenir le P.P.A., dans le but d’acheter une arme à feu, vous devez faire deux cours “obligatoires” : le cours restreint (CCSMAFAR) et le cours non-restreint (CCSMAF).

CCSMAFAR :  Cours Canadien de Sécurité dans le Maniement des Armes à Feu à Autorisation Restreinte.

CCSMAF :  Cours Canadien de Sécurité dans le Maniement des Armes à Feu.

When you are going to get both success certificates, you will be able to request your license to the RCMP.  After the reception of your P.A.L. (NOT BEFORE!!!), you will have to do the law 9 course. Please note that this course is not mandatory to get your P.A.L.  The Law 9 Course is provide by the FQT :  www.fqtir.qc.ca

 

Quand vous obtenez les deux certificats de réussite de ces deux cours, vous pouvez faire la demande de votre permis à la GRC.  Suite à la réception de votre P.P.A. (PAS AVANT !!!), vous devrez suivre le cours de la Loi 9.  Notez bien que ce cours n’est pas obligatoire pour recevoir votre P.P.A.  Vous pouvez vous inscrire au cours de la Loi 9 sur le site web de la Fédération Québécoise de Tir :  www.fqtir.qc.ca

If you don’t want to buy a restricted firearm like a handgun or an AR-15, you can only do the non-restricted course and do your request for your P.A.L. and you will be able to buy a non-restricted rifle. If you want to go hunting, you will also have to do the hunting course (ICAF).  It is not mandatory to do the law 9 course when you only have the non-restricted class on your P.A.L.

Si vous ne désirez pas acquérir une arme restreinte, telle une arme de poing ou une AR-15, vous pouvez seulement suivre le cours Non-Restreint et demander votre P.P.A. non-restreint, pour pouvoir acheter une arme longue telle une carabine ou un fusil.  Si vous voulez aller à la chasse, vous devrez également suivre le cours de chasse (ICAF – Initiation à la Chasse avec Arme à Feu).  Le cours de la Loi 9 n’est pas obligatoire, quand vous n’avez que la classe Non-Restreinte sur votre P.P.A.

What is a firearm in the sense of the Firearms Act and certain sections of Part III of the Criminal code?

A barrelled weapon that is designed or adapted to discharge a shot, bullet or other projectile at a muzzle velocity exceeding 152.4 m per second (500 feet per second) or at a muzzle energy exceeding 5.7 Joules.

 

For civilians, there are three categories of firearms : Non-restricted, Restricted and Prohibited firearms.

Une Arme à canon est conçue ou adaptée pour tirer un coup de feu, une balle ou un autre projectile à une vitesse initiale supérieure à 152,4 m par seconde (500 pieds par seconde) ou à une énergie initiale supérieure à 5,7 joules.

Pour les civils, il existe trois catégories d’armes à feu: les armes à feu non-restreinte, les armes à feu à autorisation restreinte et les armes à feu prohibées.

Non-Restricted firearms

Long guns, shoulder firearms, rifles or shotguns of an overall length (entire length of the firearm) that is greater then 660mm (26 inches) are generally deemed to be non-restricted firearms. If it is a semi-automatic firearm that discharges centerfire ammunition, the cannon of such a firearm must be greater then 470mm (18.5 inches).

 

Non-restricted firearms must still be registered in Québec (SIAF), but it is not necessary to be a member of an authorized shooting range to acquire one nor is it necessary to have an authorization to transport said firearm, unlike restricted and prohibited firearms. On the back of your Possession-Acquisition Firearms Licence (PAL), you must have the mention « Non-restricted» under Possession and Acquisition.

The non-restricted firearm must be unloaded, rendered inoperable by means of a secure locking device and not readily accessible to ammunition when stored. When transported, a non-restricted firearm must be unloaded.

Les armes d’épaule, carabines ou fusils de chasse d’une longueur totale (longueur totale de l’arme à feu) supérieure à 660 mm (26 pouces) sont généralement considérés comme des armes à feu sans restriction. S’il s’agit d’une arme à feu semi-automatique qui décharge des munitions à percussion centrale, le canon de cette arme à feu doit être supérieur à 470 mm (18,5 pouces).

Les armes à feu sans restriction doivent toujours être enregistrées au Québec (SIAF), mais il n’est pas nécessaire d’être membre d’un champ de tir autorisé pour en acquérir une, ni d’avoir une autorisation de transport pour cette arme à feu, contrairement aux armes à feu à autorisation restreinte et prohibées (ATT inclus virtuellement dans le P.P.A.).  Au verso de votre permis de possession d’armes à feu (PAL), vous devez avoir la mention «sans restrictions» sous Possession et acquisition.

L’arme à feu sans restriction doit être déchargée, rendue inutilisable au moyen d’un dispositif de verrouillage sécurisé et ne pas être facilement accessible aux munitions lorsqu’elles sont stockées.  Lors du transport, une arme à feu sans restriction doit être déchargée.

Restricted firearms

Handguns, pistols and revolvers of which the cannon’s length exceeds 106 mm (4.17 inches) as well as semi-automatic firearms that discharge centerfire ammunition that have a cannon length of less then 470 mm (18.5 inches) and/or an overall length of less then 660 mm (26 inches).

 

AR-15 rifles and their variants are also classified as restricted firearms.All restricted firearms have to be registered in Canada. To acquire a restricted firearm, you must be the holder of a PAL with the mentions restricted at the back of the licence under Acquisition and Possession and be a member in good standing of an approved shooting range. The membership must be valid as long as you are the possessor of restricted firearms.

 

Additionally, the Québec government requires that members of an authorized shooting range do a competency test regarding Law 9. This test has a written portion as well as a practical one. When you are a member in good standing of an approved shooting range, you can obtain an authorization to transport a restricted firearm from the Chief Firearms Officer of Québec (Sûreté du Québec). The expiration of the authorization to transport will coincide with the expiration of your shooting range membership.

 

During transport, the restricted firearm must be unloaded, rendered inoperable by means of a secure locking device and inside of a locked container that is made of an opaque material and is of such strength, construction and nature that it cannot readily be broken open or into or accidentally opened during transportation. During transport, your ammunition can be stored inside that same container. The Club de Tir de Montréal has as policy that ammunition and firearms be stored in distinct containers when on range and store premises.

 

For storage at home, the restricted firearm must be unloaded, rendered inoperable by means of a secure locking device and inside either a locked container or locked room. You must store your ammunition in a way that it is not readily accessible to the firearm or inside the same locked container as the firearm.

 

For further details about the storage, transport and display of restricted firearms, read sections 6, 9 and 11 of the Storage, Display, Transportation and Handling of Firearms by Individuals Regulations (SOR/98-209).

 

BE ADVISED: When transporting a restricted firearm, you must have the following documents in your possession: (1) PAL (2) Registration certificate of the restricted firearm (3) Authorization to transport (4) authorized shooting range membership card.

 

The Law 9 competency card is not required, but we suggest to members to have it at all times.

 

De plus, le gouvernement du Québec exige que les membres d’un stand de tir autorisé fassent un test de compétences de la Loi 9.  Ce test comporte une partie écrite ainsi qu’une partie pratique. Lorsque vous êtes membre en règle d’un stand de tir approuvé, vous obtenez un permis de transport intégré à votre P.P.A. de façon virtuelle.  Si vous laissez expirer votre adhésion dans un club de tir, ne serait-ce que d’une journée, vous serez dans l’obligation de refaire le cours de la Loi 9.

Pendant le transport, l’arme à feu à autorisation restreinte doit être déchargée, rendue inutilisable au moyen d’un dispositif de verrouillage sécurisé et à l’intérieur d’un contenant verrouillé (telle une valise) fait d’un matériel opaque et présentant une résistance telle qu’il ne peut pas être facilement ouvert et défoncé ou ouvert accidentellement pendant le transport. Pendant le transport, vos munitions peuvent être stockées à l’intérieur de ce même contenant.  Le CTM a comme politique que les munitions ne doivent pas se trouver à l’intérieur de la même valise qui contient l’arme, lorsque vous vous rendez au club, dans le magasin et les salles de tir.  De plus, vous ne pouvez entrer dans le magasin avec une arme dans les mains.  Elle doit obligatoirement se trouver dans une valise.

Pour le stockage à domicile, l’arme à feu à autorisation restreinte doit être déchargée, rendue inutilisable au moyen d’un dispositif de verrouillage sécurisé et placée à l’intérieur d’un conteneur ou d’une pièce verrouillé. Vous devez stocker vos munitions de manière à ce qu’elles ne soient pas facilement accessibles par l’arme à feu ou à l’intérieur du même conteneur verrouillé que l’arme à feu.

AVIS: Lorsque vous transportez une arme à feu à autorisation restreinte, vous devez avoir en votre possession les documents suivants: (1) PPA (2) Certificat d’enregistrement de l’arme à feu à autorisation restreinte (3) carte de membre de champ de tir autorisée et (4) carte de la Loi 9.

Prohibited firearms

Prohibited firearms are defined in section 84 of the Criminal code. They mainly concern handguns of which the barrel length is equal or less then 105 mm or that is designed or adapted to discharge calibre 25 or 32 ammunition.

 

Automatic firearms are prohibited, as well as sawed off shotguns. Other various firearms are prohibited by order-in-council. The possession and acquisition of these firearms are governed by paragraphs 12(2), 12(3), 12(4), 12(5), 12(6), and 12(7) of the Firearms Act. It is impossible to acquire this category of firearms licence, as it is can only be grandfathered onto a PAL. Only the 12(7) category can be transferred to a next of kin.

Les armes à feu prohibées sont définies à l’article 84 du code pénal.  Elles concernent principalement les armes de poing dont la longueur du canon est égale ou inférieure à 105 mm ou qui est conçue ou adaptée pour décharger des munitions de calibre 25 ou 32.

Les armes à feu automatiques sont interdites au Canada, de même que les fusils de chasse à canon scié. Diverses armes à feu sont interdites par décret. La possession et l’acquisition de ces armes à feu sont régies par les paragraphes 12 (2), 12 (3), 12 (4), 12 (5), 12 (6) et 12 (7) de la Loi sur les armes à feu. Il est impossible d’acquérir cette catégorie de permis d’armes à feu, car elle ne peut être accordée que si vous avez la classe grand-père sur votre PPA.  Seule la catégorie 12 (7) peut être transférée au plus proche parent.

It is obligatory to pass this course in order to obtain a PAL for unrestricted firearms, even if you do not wish to acquired or possess unrestricted firearms. Introduction to Hunting with Firearms

 

This course is offered by the Fédération québécoise des chasseurs et pêcheurs.

 

To go hunting, it is obligatory to pass the CFSC as well as this course, be it before or after each another.

With certification course

Blackbadge

In order to practice the sport of IPSC and to participate in competitions, a person must follow the Black Badge. At the CTM, this course is composed of one evening of class and two days of obligatory practice. It is offered many times per year. This course is only offered in English at the CTM.

 

Certified IPSC Canada instructors give the course’s curriculum. At the end of the course, the student is given a success certificate. The student must then participate in two competitions organized by affiliated clubs. The student must not be disqualified during those two competitions. Upon the completion of those two competitions, the student is given the Black Badge and is recognized as an official member and practitioner of IPSC.

 

To register for a Black Badge course, you must consult our calendar or this website regularly to find out when the next course will be. You can only register for the course in person at the CTM.

 

The course is divided as follows:

A Saturday from 12PM to 5:00 pm (Theory).
Saturday and Sunday of the following week, from 8:00 am to 5:00 pm (Practice)

 

Before taking the course, you must buy the following equipment :

– One belt
– The holster for your firearm
– Minimum of four magazines
– Minimum of four “mag pouchs”
– 500 rounds for your firearm caliber
– And a valid transport autorization for the two-day practical course.

INVITATION LETTER

FQT range officer

Offered by the Fédération Québécoise de Tir, this course to become a Range Officer is given at the CTM according to demand. The prerequisites to follow this course are: (1) Be an active shooter since at least a year, (2) Have a written recommendation from the shooting range of which you’re a member and (3) You must keep your certification valid annually.

 

Here are the prerequisites for this course:
1) You must be an active shooter for at least one year.
2) Your club has to make a written recommendation.
3) You have to keep your certification valid annually.

 

This courses costs 80$. If you are already a member of the FQT, it will cost 40$. To keep your certification, you must not let your FQT membership, licences or authorizations lapse.

 

FOR DETAILS AND/OR REGISTRATION, IN PERSON, AT CTM. 

IPSC ranger officer

In order to follow the IPSC Range Officer course, you must be a member in good standing of IPSC Québec or Canada. You must also be a member in good standing since at least a year of NROI Québec or NROI Québec must recommend you. You need to have participated as a shooter in at least three level 2 matches.

 

To be certified, you must 18 years old, have passed the level 1 course of the NROI, you must accumulate, under supervision, four « match points » (work under the direction of a certified IPSC official) of which at least two are from level 2 matches. Furthermore, a representative or an officer of your shooting range must recommend you. To meet all these criteria, the candidate must expect to wait at least a year.

Law 9 / Bill 9

In force since the 1st of September 2008, this course is obligatory to every Québec resident that wishes to be a member in good standing of an authorized shooting range.

 

At the CTM, this course is offered every Wednesday night (unless otherwise indicated), from 7PM to 9PM. It costs 45$ to complete the course. Only cash payments are accepted for this course. You will also have to pay for ammo and pistol for the practical exam.

 

***If you have done the THEORITICAL part of the test with the Federation Quebecoise de Tir (FQT) and need only take the PRACTICAL part, please communicate with LIZIE to take an appointment.***

 

PLEASE NOTE : IF YOU LET YOUR CLUB MEMBERSHIP LAPSE, BE IT ONLY BY ONE DAY, YOU WILL BE OBLIGATED TO RETAKE THE LAW 9 EXAM AND TO PAY ALL THE FEES ATTACHED TO IT. IT IS THE LAW.

Without certification course

«Shooting fundamentals course» (with handgun)

Whether you’re a new shooter wishing to learn the fundamental techniques of good shooting handgun or a more experienced shooter who wants to correct and improve his shooting, shooting fundamentals course is perfect for you. This course will enable you to learn and master all the basic skills needed to perform an accurate shot and be able to produce an accurate shot on demand every time, in addition to increase your control over the back and your comfort level behind your firearm.

IPSC shooting course

CRAFM and CTM are proud to announce that Grand Master shooters Nikitas Markessinis and Jean-Philippe Drolet from Team Infinity will be giving an IPSC Level 1 course at CTM/CRAFM. The course will be from 8am to 5pm including an hour for lunch and will be limited to 8 shooters. This is a great opportunity for all shooters at any level to improve their shooting, to refine their shooting skills for the upcoming indoor IPSC season and to learn from two of the most accomplished shooters in all of Canada.
